Present: Doreen Pulisciano. Cheshire; Robert Dezinno, Cheshire; Sally Schilke, Naugatuck; Carolyn Giguere, Vice Chairman, Thomaston; Michael Goodiel, Secretary, Waterbury; Ann LaPorta, Waterbury; Yvonne Denise Smith, M.D., Chairman, Waterbury; Richard Fusco, Treasurer, Watertown. 1.      Roll Call, Introductions, Public Participation

 

Chairman Yvonne Smith opened the meeting at 1:39 p.m., called roll and introduced others.  A quorum by municipalities and voting units was present.  There were no public comments.

 

 

2.      Administrative Items

 

a.      Minutes of October 25, 2001-On a motion by Richard Fusco, seconded by Ann LaPorta it was unanimously

 

VOTED:  To approve the Minutes of the October 25, 2001, GWTD Meeting.

 

 

b.      Financial Report-On a motion by Fusco, seconded by Doreen     Pulisciano it was unanimously

 

VOTED:  To accept the Financial Report for October 2001.

 

c.      Ridership and Service Report-Smith reviewed the report stating an increase in ADA and Non-ADA trips for October.  There were 27 service days in October.  An increase in cancellations and no shows.  Barbara Kalosky stated NET has sent letter to no shows but has not enforce the sanctions.  She will review this data and start sanctions.  A discussion of ADA trip regulations occurred.

d.      Correspondence

Letters from U.S. Labor Department and Amalgamated Transit Union about which union would be involved with the 10 new vehicles for Waterbury.

 

Census 2002-email backs information on revenue and contact information.

 

Advertisement.

 

A discussion on when motor coaches will be wheelchair lift equipped.  In 10/2002 all motor coaches should be wheelchair equipped according to ADA regulations, however reservation must be make in advance.

 

 

Question by Pulisciano if Mr. Michael Sanders has respond to our letter about DMR contributions to Non-ADA Paratransit Service.  No letter has been received.

 

 

3.      GWTD Report

 

Received Purchasing Order for Membership Dues for Financial Budget from Waterbury.  No payment for Non-ADA Ridership Service from Waterbury.

 

Web Site and Computer are functioning.

 

Susan Forster of COGCNV and Allyn DeMaida of the Mayor’s Office will be leaving.

 

 

4.      Non-ADA Ridership Report

 

Reviewed the data for Non-ADA trips.  DMR uses a majority trips.  A discussion about DMR occurred.  There was an increase of 300 trips.

 

 

5.      NET Report

 

Barbara Kalosky reported on the proposed cuts in services of fixed route bus service and Non-ADA Paratransit.  Non-ADA Paratransit will run from 9 to 3 if DMR does not contribute $40,000.  This is Priority A, the first round of cuts.  The State is still short $1.5 million.   There will be Public Hearing in January for service cuts in Naugatuck.

 

 

6.      Estimated Budget for FY 2002/2003

 

Fusco explained the Financial Budget for FY 2002/2003.  On a motion by Pulisciano, seconded by Carolyn Giguere it was unanimously

7.      Schedule for GWTD Meetings for 2002

 

On a motion by Pulisciano, seconded by Giguere it was unanimously

 

VOTED:         To accept the Schedule for GWTD Meetings for 2002 as shown below.

Schedule for GWTD Board Meetings for 2002

The Greater Waterbury Transit District Board Meetings will be held on the fourth Thursday of the month except for November when it will be held on the third Wednesday.  There will be no meetings during August and December.
