  1. Roll Call, Introductions, Public Participation

 

Chairman Yvonne Smith called the meeting to order at 1:39 p.m., called the roll and introduced others.  A quorum by municipalities and voting unit was present.  There were no public comments.

 

 

  1. Administrative Items

 

    1. Minutes of October 24, 2002: On a motion by Kim Hunt, seconded by Michael Goodiel it was unanimously

 

VOTED:         To approve the Minutes of October 24, 2002.

 

    1. Financial Report: In respond to Kim Hunt question, the $599.98 in the equipment line item was for a copier which cost $549.99 and for a tape recorder which cost $49.99.  On a motion by Ann LaPorta, seconded by Michael Goodiel it was unanimously

 

VOTED:         To accept the Financial Report for October 2002.

 

    1. Ridership and Service Report: Smith reported that there were 27 days of service, ADA Trips and CDOT Trips increased.  Denial Trips increased and No Show increased.  Late Cancellations was the same.  Barbara Kalosky explained the Revenue as being composed of funds from fares, bank interest,  and accounting allocations.  Ann LaPorta asked that the Revenue break down be presented to the board so there would be no questions asked about the Revenue.  Kalosky stated she did not know what all the accounting allocations were and that the accountant knew.  That it was not the concerns of the Board.  Smith stated that the municipalities may ask questions on the Revenue and Kalosky stated that it benefits the operations and it is additional money.

  1. GWTD Report

 

  There will be a Transportation Strategy Board Public Hearing on November 25, 2002 at 7-9 p.m. at the Waterbury Chamber of Commerce

  Terms expirer for Yvonne Smith and Sheena Maynard on December 31, 2002.

  Copier was brought for $549.99 and additional copier warranty for $49.99 so that we have four years of warranty.  The warranty money was from the Miscellaneous line item.

  CACT membership dues will be due and is $100.00.  On a motion by Kim Hunt, seconded by Ann LaPorta it was unanimously

 

VOTED:   To amend the budget to transfer $100.00 from Meeting to Membership Dues line item.

 

  Domain name fee will be due in March and it will cost $50.00 for two years.  On a motion by Kim Hunt, seconded by Michael Goodiel it was unanimously

 

VOTED:   To amend the budget to transfer $25.00 from Miscellaneous to Website line item.

 

  Letter campaign to Legislators for Dial-A-Ride is doing good. Deadline to receive letters back is December 1, 2002

  Notified Naugatuck of the vacancy from their Borough on the GWTD Board

  AOL- would save money in this fiscal period if paid AOL for a year now. But would be a cost saving for next fiscal period if brought for a year in July or August

  Completed the Service Update Report for ConnDOT

  Renewed Staples tax exempt forms

  The PC has one year left on the warranty and the warranty cannot be extended

  Website has over 2700 hits

  Title VI Update Report was due on September 2002. ConnDOT was notified and will handle the reporting

  New vehicles problems- steps are too short and there is no handrail along the steps on the right side entering the vehicle. ConnDOT stated persons with difficulties with the steps the drivers will assist them boarding and leaving the vehicle.  ADA Regulations states can use lift for persons who cannot climb the steps

  COGCNV Meeting on November 8, 2002-Spoke about Deficit for FY 2003-2004

 

 

  1. Schedule for GWTD Meetings for 2003

 

A discussion of meeting places and times.  Barbara Kalosky stated that she would be able to accommodate Non-ADA Trips to Non-ADA meeting locations at 10:30 a.m.  On a motion by Kim Hunt, seconded by Ann LaPorta it was unanimously

 

VOTED: To have the GWTD Board Meetings on:

 

The fourth Thursday of the month except for November when it will be held on the third Wednesday.  There will be no meetings during August and December.

  1. Non-ADA Ridership Service Report

 

The Non-ADA Ridership increased for all eight municipalities for October 2002. Kalosky stated that October 2001 the Ridership was higher then another month that year.  Smith reported on the Membership Dues for Non-ADA Ridership Service based on the first four months was a total of $25,500.00.  ConnDOT would like more monies from the municipalities because there will probable not be a fare increase until FY 2004/2005.  Until there is a fare increase I am suggesting that the municipalities pay their appropriate dues based on Ridership plus $500.00.  Non-ADA Ridership Membership Dues will be presented to COGCNV Board in February 2003.

 

 

  1. North East Transportation Report

 

Barbara Kalosky stated that her accountant wants to know when she will receive payment for October and November.  Smith told her once checks are signed today she will get paid for October.   November will be sent after report is received.
