Roll Call, Introduction, Public Participation
Chairman Yvonne Smith-Isaac opened the meeting at 11:20 a.m., called roll, announced Wolcott new board member Douglas Coley and introduced others. There was a quorum by municipalities and voting units. There were no public comments.

Administrative Items
a. Minutes for October 23, 2003: On a motion by Richard Fusco, seconded by Ann LaPorta it was unanimously
b. Financial Report: Chairman Smith-Isaac reported that $18.90 was spent for the month of October. The total expenditure to date is $808.06. This is 25.2% of the budget. North East Transportation has not been paid. North East Transportation will be paid when all the memberships dues are collected. Two more municipalities need to pay their dues. Report

Long Range Regional Transportation Plan 2004 on
November 12, 2003-Discussed plans for the region and took comments. GWTD sent
comments. Ann LaPorta and Chairman Yvonne Smith-Isaac attended.

Schedule for GWTD Meeting for 2004
On a motion by Carolyn Giguere, seconded by Doreen Pulisciano it was unanimously
VOTED: To approve the GWTD Board Meeting Schedule for 2004 as stated below:
The Greater
Waterbury Transit District Board Meetings will be held on the second Thursday
of the month. Except for November when
it will be held on the second Wednesday due to Veteran’s Day. There will be no
meetings during August and December.

The Non-ADA Ridership Service membership dues is based on the number of Non-ADA trips for the first four months of fiscal year 2003/2004 times three for one year of trips. This is then multiple by $1.10 (one half the proposed Paratransit fare starting January 4, 2004). This amount is rounded up to the nearest $500.
6. Non-ADA Ridership Service
In response to Doreen Pulisciano question about the
two Cheshire’s Non-ADA trip report for October, Smith stated one was before the
$3.50 fare and the other one after.
Next month will receive one report.
As for Pulisciano other question about a client’s residence address,
Barbara Kalosky stated she would look into it.
Trips to Middlebury are Non-ADA trips.
7. North East Transportation Report
Barbara Kalosky stated that she met with the Kennedy
Center to discuss the estimate cost for the training classes. She is now waiting for the Connecticut Department
of Transportation for approval. The
Paratransit vans are in working condition.
There is no further development of the new garage in Watertown. Kalosky stated it would take ten years to
finish the garage. There was a
discussion about the plans for the new Transportation Center in Waterbury. North East Transportation is not in favor
of this new center being the hub for the fixed route bus system. Is in favor of the center for the train
station.
