1.       Roll Call, Introductions, Public Participation

 

 Chairman Yvonne Smith-Isaac called the meeting to order at 10:50 a.m. and called roll. A quorum was presented by municipalities and voting units. There were no public comments.

 

2.       Administrative Items

 

a.       Minutes of the October 28, 2006 Meeting: On a motion by Richard Fusco, seconded by Ann LaPorta it was unanimously

 

VOTED: To approve the Minutes of the October 18, 2006 GWTD Meeting.

 

b.       Financial Reports:

1)       GWTD: Treasurer Doreen Pulisciano reported for October 2006- Board expenses; $1,142.17, NET Non-ADA expenses: $2,668.00, Total expenditures: $3810.17, Revenue: $0.00 and Balance: $25,524.40. Major expense for the board was the audit report for $1,000.00.  Tom Hackett suggested numbering the pages in the meeting package. Chairman Smith-Isaac explained some of the problems of preparing the meeting package on time; reminded board members to read the work before the board meeting and would see if placing headers helps. On a motion by Tom Hackett, seconded by Douglas Coley it was unanimously

 

VOTED: To accept the GWTD Financial Report for October 2006.

 

2)       GWTD Dial-A-Ride: Treasurer Doreen Pulisciano reported for October 2006: Total Administrative expenses: $2,632.92, Total Operating expenses: $13,853.50, Total expenditures: $16,486.42 and Checkbook Balance: $106,921.86. (Revenue: $62,662.00)  Sam Gold of COGCNV asked about the Municipal Matching Grant payment schedule. Chairman Smith-Isaac told him it was quarterly and that the first check was late by two months. On a motion by Tom Hackett, seconded by Ann LaPorta it was unanimously

 

VOTED: To accept the GWTD Dial-A-Ride Financial Report for October 2006.

3.       GWTD Report

 

  • State Level: Gov. Reil is planning a new Transportation Initiative
  • On a motion by Doreen Pulisciano, seconded by Ann LaPorta it was unanimously

 

VOTED: GWTD Board of Directors is willing to do a second year of the Municipal Matching Grant Program for Elderly and Disabled Demand Responsive Transportation application

 

  • On a motion by Richard Fusco, seconded   by Tom Hackett it was unanimously

 

VOTED: That the Chairman, Yvonne Denise Smith-Isaac, M.D., or in her absence or inability to act, the Vice Chairman JoAnn Cappelletti or their successors be and hereby is duly authorized on behalf of the Greater Waterbury Transit District to apply for the Connecticut Department of Transportation Municipal Grant Program for the Elderly and Disabled Demand Responsive Transportation CGS 13b-38bb for fiscal year 2008 (starting July 1, 2007 and ending June 30, 2008).

 

  • On a motion by Richard Fusco, seconded by Douglas Coley it was unanimously

 

VOTED: That the Chairman, Yvonne Denise Smith-Isaac, M.D., be and hereby is duly authorized on behalf of the Greater Waterbury Transit District to sign and enter into Agreement No. 3.28-78(06) between the State of Connecticut, Department of Transportation, for the State Matching Grant Program for the Elderly and Disabled Demanded Responsive Transportation CGS 13b-38bb and for any Amendments thereto for the period starting July 1, 2007 and ending June 30, 2008.

 

  • Memorandum of Understanding need to be sent out to the member municipalities  for MGP FY 2008
  • Application for the MGP will be coming out at the end of December or early January
  • Audit Statement for the Fiscal Year ending June 30, 2006 is here, please read and will be voted on at the January 2007 meeting
  • Will complete information for the US Department of Commerce

MEETINGS

  • LOCHSTP Meeting on November 6, 2006
  • GWTD Dial-A-Ride Meeting on  November 8, 2006

Next meeting for LOCHSTP is December 1, 2006 at the JobLinks Office Room 116, subcommittee meeting. On December 11, 2006 is the NW Regional LOCHSTP Meeting at WCAAA Office

 

4.       Schedule for GWTD Meetings for 2007

 

On a motion by Doreen Pulisciano, seconded by Douglas Coley it was unanimously

The Greater Waterbury Transit District monthly Board Meetings for 2007 will be held on the 3rd Wednesday of the month. If this date is on a holiday then the date of the meeting will be one day before or after the holiday. For November the meeting will be on the 2nd Wednesday of the month because of Thanksgiving. There will be no meetings in August and December. The Schedule is:

The Non-ADA Ridership membership dues are based on the projected trips from the first four months of fiscal year 2005/2006 multiplied by three to estimate one year of trips. This figure is then multiplied by $1.25 (one-half the Paratransit fare) and the amount is rounded up to the nearest $500.

1.       Non-ADA Paratransit Report

 

No problems.

 

2.       GWTD Dial-A-Ride Service Report

 

  • NET Monthly Report showed 153 trips, had a slow start. At the GWTDDAR meeting we discussed ways to increase ridership
  • Received Second Quarterly for the Municipal Grant Program in October.
  • Send out over 300 ID cards
  • NET is dealing with the reservations problems and Maria Vaccarrelli will go to Naugatuck to help them
  • Bookkeeper will do the Quality Assurance monthly 
  • Collecting the information of where the flyers were placed for targeted outreach groups in the different municipalities
  • Received the October Trip Manifest from NET
  • Next Quarterly Invoice is due to ConnDOT in December and Quarterly Report in January

 

  • Municipalities that take reservations will do Monthly Trip Report
  • Have received positive remarks from clients who used the service
  • Waterbury Republican-American reporter, Tommy Valuclus will be doing an article on the service

Robert White reported that an article appeared in the Prospect newspaper about Dial-A-Ride. The board will allow registered Dial-A-Ride clients to use the service in any municipality on that municipality day of service when the trip originates from that municipality. That municipality will receive the credit for the trip.

 

3.       North East Transportation Report

 

Maria Vaccarrelli reported that NET paratransit added an additional van for the Non-ADA Service. Hopefully this will take care of the denied trips.
