1. Roll Call, Introductions, Public Participation
Chairman Yvonne Smith opened
the meeting at 1:40 p.m., welcomed new member Robert Dezinno of Cheshire,
called roll and introduced others.
There was a quorum by towns and voting points. There were no public comments.
2. Administrative Items
a.
Minutes of September 27, 2001-On a motion by Kim Hunt,
seconded by Ron Marciano it was unanimously.
VOTED: To approve the Minutes of the September 27, 2001, GWTD Meeting.
b. Financial Report- Smith reported that the financial sheet format of data has changed to reflect the data of the bank statement for each month. The balance at the end of September is $827.25. On a motion by Hunt, seconded by Michael Goodiel it was unanimously
VOTED: To accept the Financial Report for September
2001.
c. Ridership and Service Report-ADA and CDOT Ridership decreased in September. Also cancellations, denials and missed trips decreased. Late cancellations and no shows increased. Barbara Kalosky stated that over the last three fiscal years Ridership range from 5600 to 7100, ADA trip from 3900 to 5400 and CDOT trip from 1500 to 1900 per month. No reason for the fluctuation except that it is a Demand Response Service.
d. Correspondence-
10/22/01-Received letter from U.S. Labor Department to confirm that GWTD is not purchasing vehicles.
Received Coastal Corridor TIA Plan and I-84 Corridor Plan.
Send letter to Michael Sanders about DMR lack of contributions to Non-ADA Ridership Service.
3. GWTD
Report
o Credit card- received MBNA credit card and discontinue the use of the First Union National Bank check card once credit is received from Symantec.
o No decisions have been made to cut transportation services to the Greater Waterbury Area.
o Symantec-brought Norton’s Definitions for $19.99. Symantec added tax and will refund it back. Also Norton’s Antivirus 2002 is out but Symantec said to buy the Antivirus every other year. The cost is $30-$40. We place it in next year budge.
o Gateway-brought the 2-year on-site service warranty for $119.00.
o Attorney-Corporate Counsel of Waterbury cannot represent us because we are not a part of the Charter of Waterbury. The Governor’s Legal Counsel stated we would have to hirer an attorney. Kim Hunt stated she would ask her town attorney if he could represent us.
o The Transit Access Report discussed the president’s New Freedom Initiative grants for transportation to work for the disabled that passed in the Senate but has not gone to the House yet. Also it discussed the new Denver’s RTD policy in which a wheelchair does not have to be secured in a vehicle if the user prefers.
o TIA Plan for the Coastal and I-84 Corridor stated the need to improve transportation for the elderly and the disabled. No specific ideas are this time Susan Forster stated. She also stated that there will be a Public Hearing on the I-84 TIA Corridor Plan on November 1, 2001 at the Waterbury’ Chamber of Commerce from 4 to 5 p.m. Plan is available at the COGCNV Office.
4. Non-ADA
Ridership Service Report
Smith stated letter was send to Michael Sanders about DMR lack of contributions and there has been no reply. Waterbury still has not paid their dues. Non-ADA Ridership decreased in all the municipalities. Reasons for this maybe September 11, the fear to travel and also Labor Day holiday. Smith discussed the projected contributions based on the 1st quarter Ridership Data.
5. Bylaws
Committee Report
Ron Marciano the Bylaws Committee Chairman stated that the committee reviewed the Bylaws. Any questions were answered in the Bylaws. The only change recommended was to Article VII Section 4. On a motion by JoAnn Cappelletti, seconded by Ann LaPorta it was unanimously
VOTED: To amend Article VII Section 4. Term of
Office to read- An Officer shall serve for one year or until his or her
successor takes office.
6. North
East Transportation Report
Barbara Kalosky stated everything is running smoothly. She has not heard from ConnDOT about cuts in services. She stated that the information she received about On Stop Chains was not positive. Therefore she does not want them. This is a $2500 to $3000 saving per vehicle. NET will place chains on when needed.
7. Web
Site Report
Paratransit applications are available on Web Site now. The Web Site has had over 360 visitors. Only problem is if you search for gwtd without the address the search engines find the old COGCNV address that has no link to us. Laurel Stegina was told about this problem and she said to find out which search engines has the wrong information.
