Present: Robert DeZinno, Cheshire; Doreen Pulisciano, Cheshire; Sally Schilke, Naugatuck; Alice Ostapko, Prospect; Ann LaPorta Waterbury; Yvonne Denise Smith-Isaac, M.D., Chairman, Waterbury.  COGCNV Staff: Alan Hechey, Senior Planner.  NET Staff: Barbara Kalosky; Marie Vaccarelli.

 

 

1.       Roll Call, Introductions, Public Participation

 

Chairman Yvonne Smith-Isaac opened the meeting at 11:25 a.m., called roll and introduced others.  Municipalities presented a quorum.  There were no public comments.

 

2.       Administrative Items

a.      Minutes of September 27, 2003:  On a motion by Doreen Pulisciano, seconded by Ann LaPorta it was unanimously

 

VOTED:         To approve the Minutes of September 27, 2003.

 

b.      Financial Report:  Chairman Smith-Isaac reported that the September expenditure was $272.33.  The majority of the money paid for AOL for yearly contract.  This saved two months of AOL monthly payments.  We have spent $789.16 of the budget, which is 24.43%.  North East Transportation has not been paid. Still waiting for Waterbury check.  On a motion by Doreen Pulisciano, seconded by Ann LaPorta it was unanimously

 

VOTED:         To accept the Financial Report for September 2003.

The number of ADA and Non-ADA trips increased in September.  The percentage of trips was 70/30 (ADA/Non-ADA).  No Shows decreased.   Denied Non-ADA trips and Late Cancellations increased.

 

d.      Correspondence

 

3.       GWTD Report

 

*  Still have vacancies on the board from Naugatuck and Waterbury

*  On October 27, 2003 the fares for Cheshire and Middlebury Non-ADA     Trips will increase for their residents

*  On October 30, 2003 CACT will have their meeting

     *   Long Range Transportation Plan comments deadline is October 31, 2003.

     *   Have a copy of COGCNV Long Range Regional Transportation Plan 2004 draft.  There will be a public meeting on November 12, 2003 at the UCONN Waterbury branch, Room 113 at 7:00 p.m.

*  The Federal government has extended TEA for 6 months (March 31, 2004).

*  Updated GWTD Bylaws mailed out.

*  GWTD Bylaws is on the GWTD website.

*  Installed AOL 9 version on computer.

*  Tokens were taken to the Albert Brothers by COGCNV and were melted down.

*  The 2002 IRS 990 Form was sent out by Treasurer Kim Hunt

*  Waterbury has sent the Purchasing order for the Non-ADA Ridership Service Membership Dues FY 2003/2004 and should be paid within a 6 weeks.

    *  Website had 4397 Hits

 

 

4.       Non-ADA Ridership Service Report

 

Doreen Pulisciano reported that she met with her Cheshire Town Manager and recommended that Cheshire paid their membership dues.  Mr. Michael Milone, Cheshire Town Manager, agreed to pay the membership dues prorated to November 1, 2003 if the Town Council Board approve.  Cheshire would not pay for the first four months of FY 2003/2004.  Next fiscal year he plans to put the membership dues in the budget.  The Non-ADA Ridership Service dues would be $1,500.00 and the Financial Budget dues would be $315.00.  The Connecticut Department of Transportation is agreeable to this arrangement for Non-ADA Ridership contribution.  The Cheshire Town Council meets on November 14, 2003.   On October 27, 2003, Cheshire residents Non-ADA trips fares will be $3.50.   A discussion occurred about this proposal.  On a motion by Doreen Pulisciano, seconded by Robert DeZinno.   In favor 4: Doreen Pulisciano, Robert DeZinno, Alice Ostapko and Yvonne Smith-Isaac.  Opposed 2: Ann LaPorta and Sally Schilke.

 

VOTED:         To accept Cheshire Non-ADA Ridership Service Membership Dues FY 2003/2004 prorated to November 1, 2003 due to financial hardship and upon Cheshire Town Council approval.

 

On a motion by Doreen Pulisciano, seconded by Robert DeZinno.    In favor 4: Doreen Pulisciano, Robert DeZinno, Alice Ostapko and Yvonne Smith-Isaac.  Opposed 2: Ann LaPorta and Sally Schilke.

 

VOTED:         To accept Cheshire Financial Membership Dues FY 2003/2004 prorated to November 1, 2003 due to financial hardship and upon Cheshire Town Council approval.

 

Chairman Smith-Isaac stated that the calculations for FY 2004/2005 Non-ADA Ridership Service would be based on $1.10.  This is the proposed fare increased for the fixed route bus system.   The Paratransit fares would increase to $2.20.

 

5.       North East Transportation Report

 

Barbara Kalosky stated that they are prepared for the change in fare for Cheshire and Middlebury.  She had a meeting with the Kennedy Center to discuss the training program.  All vehicles are operational.  Smith-Isaac had a question for Barbara Kalosky from JoAnn Cappelletti of Middlebury board member about a client’s trip time change for dialysis.  Kalosky stated she would look into it and call back.
