1.       Roll Call, Introduction, Public Participation

 

Chairman Yvonne Smith-Isaac called the meeting to order at 10:44 a.m. and called roll. A Quorum was present by municipalities and voting units. There were no public comments.

 

2.       Administrative Items

 

a.       Minutes of the September 20, 2006 Meeting: On a motion by Douglas Coley, seconded by Ann LaPorta it was unanimously

 

VOTED: To approve the Minutes of the September 20, 2006 GWTD Meeting.

 

b.       Financial Report

1)       GWTD: Chairman Smith-Isaac reported for the month of September-Total Board Expenses was $39.18, NET Expenses was $2668.00, Total Expenditure was $2707.18, Revenue was $0.00 and Balance was $29,334.57. On a motion by Ann LaPorta, seconded by Douglas Coley it was unanimously

 

VOTED: TO accept the GWTD Financial Report for September 2006.

 

2)       Dial-A-Ride: Chairman Smith-Isaac Reported for the month of September: Total Administrative Expenses was $1915.72, Total Operating Expenses was $0.00, Total Expenditures was $1915.72, Total Revenue was $62,662.00 and Balance was $60,846.28. A $100.00 in the Balance belongs to the GWTD for opening the bank account. This money will be returned to GWTD minus the bank fee for supplying information for the GWTD Audited Statements. In response to Robert White’s question, Chairman Smith-Isaac explained that the towns will not directly receive the grant monies.  GWTD will the funds and administer the program. On a motion by Douglas Coley, seconded by Ann LaPorta it was unanimously

6.       North East Transportation Report

 

Barbara Kalosky reported Dial-A-Ride Program started on October 8, 2006 and started slowly. There has been some confusion by the clients as to who to call, the town or NET, depending on the issue. Non-ADA Paratransit will have an additional run in the next couple of weeks as soon as we have the opportunity to hire someone and training them. They have received permission from ConnDOT to this. The new computer software system training started. They are converging two software systems into one and are having some internal issue problems. These problems have set progress back two to three weeks. In response to Chairman Smith-Isaac questions on Dial-A-Ride client issues, Barbara Kalosky stated the issues were about where to get an application, booking trips and cancellations. She has referred these clients back to the appropriate town. The GWTD Paratransit card cannot be used for the Dial-A-Ride program. Clients need to apply for the Dial-A-Ride Program. Clients can use both programs. These programs have two different funding resources. Smith-Isaac explained that the clients need to contact their own town to receive an application package with all the information in the package. The Dial-A-Ride is for demand response trips and is not to supplant the ADA or Non-ADA Paratransit but to extend the service. In response to Robert White inquiry, JARC=Job Access/Reverse Commute, TEALU=Transportation Equity Act: A Legacy for Users, SB/MB= Small Business/ Minority Business.

 

3.       GWTD Report

 

  • Federal Level: The new Secretary Of Transportation is Ms. Mary Peters and the new Federal Transit Administrator is James Simpson. A draft of the FTA requirement for coordination of the 5310, JARC and NFI (New Freedom Initiative) is ready. Congress has not appropriated transit funds for fiscal year 2007 but passed a Continuing Resolution for funding.
  • Signed Authorization Forms for our Banks granting permission to release information to the auditors- this will cost $30.00 per bank
  • Signed Authorization Form for Atty. Mednick to release professional inform on his work for the board and that we are in no legal disputes. Do not know how much Atty. Mednick will charge for this information but the grant will pay that bill
  • DMR has agreed to pay $60,000.00 in January 2007 for this fiscal year’s Non-ADA Paratransit Service.
  • ConnDOT did not collect DMR contribution of $60,000.00 for FY 2005/2006. This money went back into the General Funds. This money could have been used to help DMR clients. This mistake by ConnDOT should not happen again if they invoice DMR in a timely manner.
  • North East Transportation will receive $50,000.00 more to do additional Non-ADA Paratransit Demand Response Trips
  • Spoke to ConnDOT and North East Transportation about ADA trips to New Haven- Our paratransit should drop the clients off at Yale-New Haven Hospital and St, Raphael Hospital directly if not doing so now
  • United Way invited me to a focus group meeting on the needs of Waterbury area on either the October 19th or 23rd at 4 p.m.

The data for September Non-ADA Paratransit is seen below. September had fewer days so lower numbers. Hopefully with the additional vehicle the demand trip will show an increase in Ridership.

  • Paid for Public Directors and Officers Insurance for $1,069.00 with United National with a $1,000.00 deductible and Dishonesty Insurance for $947.00 with St. Paul’s Traveler covering $250,000.00 with a deductible of $2,500.00.
  • Service started on October 9, 2006
  • Schedule of Service for Towns is in the package
  • Over 100 ID cards sent out
  • Public Awareness-AARP article, Waterbury Republican-American article, Flyers sent to senior centers and buildings’, WCAAAA Crier article, senior newsletter, GWTD web site, libraries and Public buildings flyers
  • Problems: Naugatuck needs to come to meetings to get information, towns need to follow directions on database creation and booking trips
  • Have not received an AG signed Agreement
  • Kenneth Burkman the Bookkeeper/Clerk started working for the program

A discussion about the problems with Outreach was discussed.
