Present: Doreen Pulisciano, Vice Chairman, Cheshire; Gary DellaRocco, Naugatuck; Sally Schilke, Naugatuck; Yvonne Smith-Isaac, M.D., Chairman, Waterbury; Richard Fusco, Secretary, Watertown; Douglas Coley, Wolcott. COGCNV: Michael Flood.

 

 

1.       Roll Call, Introductions, Public Participation

 

Chairman Yvonne Smith-Isaac opened the meeting at 10:55 a.m. and called roll. There was a quorum presented by municipalities. There were no public comments.

 

2.       Administrative Items

a.       Minutes of June 10, 2004: On a motion by Richard Fusco, seconded by Douglas Coley it was unanimously

 

VOTED:        To approve the Minutes of June 10, 2004 GWTD Annual                                                                                                                                              Meeting.

b.       Financial Report for June, July and August: Treasurer Carolyn Giguere was absent. On a motion by Richard Fusco, seconded by Gary DellaRocco it was unanimously

 

VOTED:         To table the Final Financial Report for FY 2003/3004.

 

Chairman Smith-Isaac reported for that the final balance was $733.09.  The expenditures for July and August were $274.45 for the website. The municipalities of Middlebury, Prospect, Thomaston and Wolcott have paid there membership dues. On a motion by Richard Fusco, seconded by Douglas Coley it was unanimously

 

VOTED:         To accept the Financial Report for July and August 2004.

a.       Correspondence: Received a Notice from COGCNV that they moved to 60 North Main Street in Waterbury and invited us to their open house.

 

1.       GWTD Report

 

  • Federal level- The Transportation Equity Act has not come out of committee. There is a continuing resolution until September 30, 2004.
  • The Connecticut Public Transportation Commission will have a Public Hearing in Waterbury on October 20, 2004 at Silas Bronson Library.
  • The Connecticut Department of Transportation posted their Biennial Rail and Transit Summary of Cost on their website.
  • Annual Meeting pictures are available, not on website.
  • Website improvements have been done.
  • New paratransit van pictures are on the GWTD website
  • The COGCNV has moved to 60 North Main Street in Waterbury. Presently the office building is not wheelchair accessible.
  • There is still one vacancy on the board from Waterbury. Waterbury has been notified.
  • The Kennedy Center will have a training seminar on how to use the public transportation system in Waterbury area in October or November
  • The Bus Shelter, Sign and Kiosk Steering Committee have not met for a long time. The Bus Study Needs and Deficiencies Study have been done and had a public comment hearing.
  • The new address for GWTD is 67 Farrington Avenue, Waterbury, CT 06706
  • The Internal Revenue Service called and arranged for GWTD to keep our 501(c) 3 status without a Form 990 filing requirement. IRS sent a letter to this fact. Have not received the letter removing the $50,000.00 penalty.
  • Audit-we need to do an audit in order to apply for grant funding
  • Informational pamphlet will be redone and hopefully available at the next meeting.
  • Former board member from Naugatuck, Jerry Casblot, id moving to Goshen
  • Former board member from Cheshire, Marilyn Hall, husband is ill a d I will send her a card for the board.

 

2.       Non-ADA Paratransit Report

 

We have received membership dues for Non-ADA Paratransit from Cheshire, Middlebury, Prospect, Thomaston and Wolcott. Last fiscal year we paid North East Transportation $29,000.00. We had 24,217 Non-ADA trips for the eight member municipalities. A discussion of paratransit ensued.

 

3.       North East Transportation Report

 

Barbara Kalosky informed the Chairman that the six new vehicles arrive in June. The training of the driver has been temporary postponed. The entire paratransit vehicle belongs to Connecticut Department of Transportation.

The next meeting will be on October 14, 2004 at 10:30 a.m. at the Village at East Farms.
