1.       Roll Call, Introductions, Pubic Participation

 

Vice Chairman Doreen Pulisciano opened the meeting at 10:55 a.m. and called roll. Chairman Yvonne Smith-Isaac introduced Michael Flood the Junior Planner from COGCNV and stated that Alan Hachey resigned from COGCOV. There was a quorum by Towns and voting units. There were no public comments.

 

 

2.       Administrative Items

 

a.       Minutes of May 13, 2004: On a motion by Richard Fusco, seconded by Douglas Coley it was unanimously

 

VOTED:   To approve the Minute of May 13, 2004, with the correction of the date from May 8 to May 13.

 

b.       Financial Report: Treasurer Carolyn Giguere reports the expenditures for May 2004 budget was $23.35 and payment to NET of $2417.00.  Total amount spent to date is $2008.87, 84% of the budget. The total balance is $422.13 after deducting $104.00 for decreased in payment of membership dues for budget. On a motion by Richard Fusco and Ann LaPorta it was unanimously

 

VOTED:   To accept the Financial Report for May 2004.

  • Days of service is 25, 20 weekdays, 5 weekend days
  • ADA Trips decreased
  • CDOT Trips decrease
  • Percentage the same 70/30 for ADA/CDOT
  • Denied Trips increase 
  • Late Cancellation increased
  • No Shows decreased
  • Missed Trips the same
  • Had a holiday and one less week day which may explain the reason for the decreased Ridership

 

d.       Correspondence:

Letter asking about operators pay-referred them to NET

 

3.       GWTD Report

 

  • Federal Level: The US Congress has picked members from the Senate and the House to work on the Transportation Equity Act. Sen. Lieberman is on the committee. The TEA will expire on June 30, 2004.
  • Local Level: Contacted the Connecticut Department of Transportation to send a Service Transfer Invoice to the Department of Mental Retardation so they can receive $40,000 for Non-ADA paratransit services.
  • The Greater Waterbury Transit District address will change. The new address is pending today’s elections of officers. On a motion by Carolyn Giguere, seconded by Doreen Pulisciano it was unanimously

 

       VOTED:   To authorize the Chairman to spend up to $260.00 to move   and insure GWTD equipment.

  • New board members names will be in the updated 2004 Blue Book-Connecticut State Register and Manual.
  • New board members are on the GWTD website, www.gwtd.org.
  • Internal Revenue Service sent Form 990 to be filled out. We are still listed as a 501(c) 3 organization. There is no penalty listed. Never received a letter that stated penalty was removed. On a motion by Richard Fusco, seconded by Douglas Coley it was unanimously

 

VOTED:   To authorize the Chairman to send a letter to the IRS to reinstate our 501 (c) 3 without a penalty.

 

  • Will update website over the summer. Changing the format to bold to see easier. Counter does not work because of Word changing the HTML code
  • Board members terms. Spoke to Mayor San Angelo’s Office and sent letter for Sally Schilke reappointment. Spoke to Ann Fortier in Mayor Chatfield Office to reappoint Alice Ostapko. Spoke to JoAnn Cappelletti to get a letter of reappoint. Mayor Jarjura plans to reappoint Chairman Smith-Isaac. Still have two vacancies from Waterbury.

 

4.       Non-ADA Paratransit Report

 

Have April and May Non-ADA Paratransit Trip Report. Chairman Smith-Isaac discussed the Non-ADA Paratransit funding problems.

 

5.       North East Transportation Report

 

Maria Vaccarrelli report that the six new vans will be arriving at the end of the month. Richard Fusco asked about getting updated pictures of the vehicles on the web and Barbara Kalosky said she would take some pictures.  Barbara Kalosky stated that the training program for the drivers will start soon She has a scooter but needs a power wheelchair. The computers are working.

July meeting is cancel. Next meeting will be September 9, 2004 at 10:30 a.m. at the Village at East Farms-180 Scott Road in Waterbury.

 

9.       Nominating Committee Report-Election of Executive Officers for FY 2004/2005

 

Ann LaPorta announced the slate of executive officers for FY 2004/2005 would be:

On a motion by Sally Schilke, seconded by Gary DellaRocco it was unanimously

 

VOTED:    To accept the Nominating Committee slate of Executive Officers for the Greater Waterbury Transit District Board of Directors for FY 2004/2005.

 

10.  Adjournment

 

On a motion by Doreen Pulisciano, seconded by Carolyn Giguere it was unanimously

 

VOTED:   To adjourn the GWTD Annual Meeting at 12:00 p.m.
