Roll Call,
Introductions, Public Participation
Chairman
Yvonne Smith opened the meeting at 1:32 p.m., called roll and introduced
others. A quorum by municipalities and
voting units were present.
Sheena
Maynard asked Barbara Kalosky if the ADA Paratransit would go to the new
medical facility in Prospect. Kalosky
stated that the medical facility is within the ¾ miles from the East Mountain
bus route and is an ADA Paratransit trip from Waterbury or from any other ADA
pickup point.
Sheena
M discussed her problems with re-certification. Kalosky stated that she would review her situation with the
certification staff and contact her doctor.

Administrative
Items
a.
Minutes of April 25,
2002-On a motion by Richard Fusco, seconded by Ron Marciano it was unanimously
VOTED: To approve the Minutes of the April 25, 2002, GWTD Meeting.
b.
Financial Report:
Fusco reported the balance at the end of April was $746.36. Ron Marciano asked why AOL was not paid on
this Financial Report. The reason was
because the bank received the check from the credit company after the closing
date for that month cycle. On a motion
by Marciano, seconded by Michael Goodiel it was unanimously
VOTED: To accept the Financial Report for April 2002.
c.
Ridership and Service
Report: Smith asked Marie Vaccarelli if the data from March 2002 for escort and
PCA were correct. Vaccarelli stated
that during the updating the computer for certification the computers started
making erroneous entries. Vaccarelli
stated that the computers were fixed but Kalosky stated later that the
computers are not fixed yet. Marciano
asked if the data would be corrected.
The answer was no because the report was sent in to the government
already. The numbers of days of service
was 26. The Ridership for ADA and CDOT
was within reason. The figures for no
show and late cancellations were stable.
No sanctions have been imposed because there were no repeat offenders
after receiving the warning letter. The
meaning of escort and PCA was explained.
Escorts pay for their ride.
PCA’s assist the client and do not pay for their ride. The Deficit-cash
for ADA and CDOT were high. Smith asked
why and Kalosky stated she did not know what went into the cost but that was
what the accountant produced. She
cannot predict what the deficit-cost will be in the future.

5. Non-ADA Ridership Report
The Non-ADA Ridership trip data for April were
adjusted because the computers malfunctioned.
Invoices for Membership Dues for Non-ADA Ridership FY 2002/2003 were
based on the first six months data when the computers were functioning
properly. Hopefully the problem will be
corrected by July. Board members
reviewed the data for their municipality and no disagreement with the figures
were expressed.
6. NET Report
Barbara Kalosky reported that the new vehicle would
probably arrive in August instead of June.
Re-certification will probably be finished in July. About 1,000 clients were eliminated because
they did not use the service anymore for a variety of reason, i.e. moved out of
the area. The number of denied
re-certified application maybe about 30.
These are not ADA eligible. They are eligible under Non-ADA rides, like
DMR clients going to Wolcott Center.
Pulisciano asked for the data generated from the re-certification. Kalosky stated that by the September meeting
she would have a report ready.
Connecticut Department of Transportation (ConnDOT) has increased the ADA
Budget FY 2001/2002 by $41,000 and the Non-ADA Budget by $104,000. Kalosky stated that NET would still have
deficit between $5,000 to10,000. For
FY2002/2003, DMR has not yet committed to contribute to Non-ADA Ridership.
