1.       Roll Call, Introductions, Public Participation

 

Chairman Yvonne Smith-Isaac opened the meeting at 10:50 a.m., called roll, introduced others and greeted the new board member from Naugatuck Gary DellaRocco. A quorum was presented by municipalities and voting units. There were no public comments.

 

2.       Administrative Items

a.       Minutes of April 8, 2004: On a motion by Doreen Pulisciano, seconded by Douglas Coley it was unanimously

 

VOTED:         To approve the Minutes of the GWTD Meeting on April 8, 2004.

 

b.       Financial Report: Treasurer Carolyn Giguere reported for the end of April 2004 the line item expenditures the total being $116.71. The Year-to-Date expense is $2,794.52, 83.57% of the budget. Amount remaining minus $104 (less Cheshire portion) is $445.48. North East Transportation was paid $2,417.00 for Non-ADA paratransit service. On a motion by Doreen Pulisciano, seconded by Douglas Coley it was unanimously

 

VOTED:         To accept the Financial Report for April 2004.

 

Chairman Smith-Isaac reported on the Elderly and Disabled Program monies in which GWTD received $394.07 and spent $306.00 on a HP 7110 OfficeJet all-in-one machine with cable and 3 year warranty; $41.98 was spent on ink cartilages. The remaining total is $46.09. On motion by Doreen Pulisciano, seconded by Douglas Coley it was unanimously

 

VOTED:         To accept the Elderly and Disabled Program Report for April 2004.

  • Days of service is 26, 22 weekdays

In response to Carolyn Giguere question about repeating offenders of No Show Trips, Barbara Kalosky stated the majority of the them are the program subscription trips who parents pick them up and forget to cancel the ride. Since the van is at that location to pick-up other riders it is not that big of a problem. A discussion ensued about making the no shows pay for not showing up and if the offenders are ADA or Non-ADA riders. Chairman Smith-Isaac asked Barbara Kalosky to look up how many were ADA verse Non-ADA once North East Transportation computers are working.

 

d.       Correspondence-Concern s operating a bus system, otherwise discussed in the GWTD Report

 

3.       GWTD Report

 

  • Federal Level: the Transportation Equity Act has not been passed. It is in a continuing resolution until June 30, 2004. The Senate and the House has passed their own bill. Need for a Joint Committee to be form and send the bill to the President Bush.
  • State Level: the Transportation Budget for FY 2004 has been passed. Bus Operations-$82,607,056 (increased by $3.7 million); Handicap Access Program-$11,361,310 (increased by $1.1 million); Dial-A-Ride-$2,500,000  ( no change), Town Aid-$420,000,000 (increased by $7.5 million
  • Invoices have been mailed out for GWTD membership dues.
  • Still have two vacancies on the board from Waterbury. Waterbury is looking for commissioners and board members for all commissions and boards. Yvonne Smith-Isaac and Ann LaPorta have asked To be appointed to GWTD.
  • GWTD change of address.
  • Annual Meeting Lunch: On a motion by Richard Fusco, seconded by Doreen Pulisciano it was unanimously

 

VOTED:         For the Chairman to arrange to have the GWTD Annual Lunch for 2003/2004 at the Village at East Farm for the $16.00 menu.

 

  • On a motion by Ann LaPorta, seconded by JoAnn Cappelletti it was unanimously

 

 

VOTED:   To give certificates of appreciation for serving on the GWTD Board of Directors to Sheena Maynard and Kim Hunt.

 

  • CACT Annual Meeting is June 24, 2004; they want names of operators to give awards.
  • CPTC will have a Public Hearing in Stamford
  • Kennedy Center is doing a survey on Public Transportation needs. The survey is going to different agencies and clients.
  • ConnDOT new commissioner is Stephen E. Korta
  • Website counter not working plan to delete it.
  • COGCNV send the Transportation Improvement Plan (TIP) 2005. NET/GWTD will receive six new vehicles in 2005. They refer to our Non-ADA paratransit as Dial-A-Ride. Chairman Smith-Isaac spoke to ConnDOT to Change this name.
  • Alan Hachey is resigning from COGCNV
  • Ed Hoyt from DMR will arrange to transfer the $40,000.00 to ConnDOT for Non-ADA Trips. Rick Grey from ConnDOT called me to contact him   
  • In September Viriginia Mason will come to our meeting to help you with tour 5310 applications
  • Plan to organize a committee to look into having extended hours of transportation for the elderly and disabled. A discussion ensued.

 

4.       Nominating Committee

 

Chairman Smith-Isaac appointed Douglas Coley, Ann LaPorta and JoAnn Cappelletti to the Nominating Committee. Douglas Coley will be the Chairman.

 

5.       Non-ADA Paratransit Report

 

The months of February and March are here. The computer was unable to do April. Douglas Coley would like the list of riders once. Spreadsheet was reviewed and there were no questions.

 

6.       North East Transportation Report

 

Barbara Kalosky reported the new vehicles will be delivered in thirty days. The computer is able to do reservations. No suspensions.

 

7.       Old Business

 

None.

 

8.       New Business

 

Richard Fusco received information about the New England ADA and IT Center.

This information will be sent to members upon request.

 

9.       Next Meeting

 

The Annual Meeting is on June 10, 2004 at 10:30 a.m. followed by the Annual Lunch at noon. The event will be at the Village at East Farms.

On a motion by Doreen Pulisciano, seconded by Sally Schilke it was unanimously
