Present: Doreen Pulisciano. Cheshire; JoAnn Cappelletti, Middlebury; Ron Marciano, Naugatuck; Sally Schilke, Naugatuck; Carolyn Giguere, Thomaston; Ann LaPorta, Waterbury; Yvonne Denise Smith, M.D., Chairman, Waterbury; Richard Fusco, Treasurer, Watertown.  COGCNV Staff: Laurel Stegina.

 

 

1.      Roll Call, Introductions, Public Participation

 

Chairman Yvonne Smith opened the meeting at 1:36 p.m., called roll and introduced others.  A quorum by municipalities and voting units were present.  There were no public comments.

 

 

2.      Administrative Items

 

a.      Minutes of March 28, 2002-On a motion by Richard Fusco, seconded by Ann LaPorta it was unanimously

 

VOTED:  To approve the Minutes of the March 28, 2002, GWTD Meeting.

 

 

b.      Financial Report-Fusco reported the balance at the end of March was $793.90.  On a motion by Carolyn Giguere, seconded by JoAnn Cappelletti it was unanimously

 

VOTED:  To accept the Financial Report for March 2002.

 

c.      Ridership and Service Report-Smith reviewed the report stating that in the month of March ADA Trips were 4,262, up by 199 trips.  CDOT Trips in March were 1,720, down by 55 trips.  The ADA and CDOT Percentage stood at about 70%/30% respectively.  The number of service days was 26. The number of escorts was 116 and the number of PCA was 518.  Both of these are up by 100.  Escorts pay for the trip and PCA do not pay for the trip.  Questioned if the numbers for escort and PCA are accurate.  Will ask North East Transportation (NET) about these figures.  Cancellation WAS 1,234, up by 186.  No Shows was 148.  The Board discussed the issue of No Shows and who is paying for these trips.  The Board wants the policy followed for No Show implemented.  The cost for ADA and CDOT trip was up.  Will ask NET why the cost was so much. 

 

d.      Correspondence

o       Emailed the 2002 Census of Governments Survey of Government Employment

o       Received a faxed copy of a letter to Mr. Filippone from Michael Sanders about arranging a meeting to deal with Non-ADA Ridership policy issues

o       Received a letter from APTA to apply for grant monies to promote re-authorization of TEA

o       Received the agenda and minutes of CPTC

o       Received the Transportation Improvement Program FY2003-2005

 

3.      GWTD Report

 

o       Invoices have been mailed out for membership dues.

o       The Transportation Improvement Program FY 2003-2005 will have a Public Hearing on April 29 at the Silas Bronson Library.  The TIP shows only $226,000 for Non-ADA service and six new Paratransit replacement vehicles.  We recommend more money for Paratransit and increased funding for Public Transportation.

o       Received letter for Kim Hunt reappointment from Wolcott to the Board.

o       Asked Cheshire for Robert Dezinno and Doreen Pulisciano appointment letters.

o       At the last COGCNV meeting a statement letter to the legislators was in support of Public Transportation and increased funding to maintain existing transportation.

o       JobLinks has a link on GWTD Website.

o       The Board of Education Services for the Blind will do Sensitivity training for free if NET is interested.  Barbara Kalosky was told about this.

o       APTA Coalition Grant for promoting the reauthorization of TEA

4.      Nominating Committee and Annual Meeting

 

Doreen Pulisciano will be Chairman of the Nominating Committee.   JoAnn Cappelletti and Ron Marciano will service on the committee.  The Nominating Committee will arrange the Annual Meeting.

 

5.      Non-ADA Ridership Service Report

 

Connecticut Department of Transportation (ConnDOT) held a meeting with GWTD, DMR, NET and COGCNV on April 23, 2002.  There will be enough funding to finish FY 2001/2002.   FY 2002/2993 will not have enough funding.  Non-ADA trips will be prioritizing.  Trips for Employment and medical appointments will receive trips first.  Will look at the number of ineligible clients after re-certification.  To see if is reasonable to increase fare to $3.00 per trip.  See if municipalities can contribute more.  See if DMR can contribute more.  Statewide fare increase on fixed route bus service to $1.25.

 

6.      North East Transportation Report

 

Not one present from NET.

On a motion by Ann LaPorta, seconded by Doreen Pulisciano it was unanimously
