Chairman Yvonne Smith called
the meeting to order at 10:40 a.m., called the roll and introduced others. A quorum by municipalities and voting unit
was present.
There were no public
comments.
- Administrative Items
- Minutes of February 27, 2003: On a motion by
Richard Fusco, seconded by Ann LaPorta it was unanimously

approve the Minutes of February 27, 2003.
- Financial Report: Chairman Smith reported on the February 2003 Financial
Report that the total expenditure was $1,957.80. The bulk of the expense was
to pay North East Transportation for Non-ADA Ridership Service of
$1875.00. This amount is paid monthly to North East Transportation. The
rest of the expenditure was for supplies, postage and Internet Service
(AOL). The balance is
$11,079.45. The year to date
report on expenditures showed 37.25% Available Funds left in this fiscal
year budget. On a motion by
Richard Fusco, seconded by Carolyn Giguere it was unanimously
VOTED: To
accept the Financial Report for February 2003.
- Ridership and Service Report: Smith reported
that there were 24
service days, 2 days short then last month and had 2 snow
days. There were 3682 ADA Trips
and 1715 Non-ADA Trips. Both ADA
and Non-ADA Trips numbers decreased but because of the 4 days of no
service/snow days the amount of serviced trips maybe unchanged. The same may be true for Denied, Late
Cancellations and No Shows Trips.
The Percentage of ADA Tips to Non-ADA Trips is still 70%/30%
respectively.

GWTD Report
The Department of Mental
Retardation has transferred $40,000.00 to ConnDOT for Non-ADA Ridership Service
for FY 2002-2003
This fiscal year budget for
the Handicapped Access Program (HAP) is $8,259,000 and for the Dial-A-Ride
(DAR) is $2,375,000. There is a
shortfall of about $2 million. ConnDOT
hopes to cover this shortfall by transferring monies from Personnel Services.
As it stands now ConnDOT has enough money for HAP and DAR until the end of
April 2003.

Fare increase to $1.25 for CTTRANSIT fixed route
buses. Public hearings to start for this in April or early May.
Made handouts for the Board to
review and make recommendations. Copies
will be sent to board members whom request them.
Continue to have vacancies on
the Board from Naugatuck and Waterbury
Website had over 3400 hits
Have First Union National Bank
signature card for the Executive Board to sign
CACT will have a meeting on
April 17, 2003 at 1:30-3:00 p.m., at GHTD in Hartford, CT
The Task Force on
Transportation Services has not been formed yet
Transit Access Report is
available.
Treasurer Kim Hunt has made
the invoices for FY 2003-2004
Re-certification Report showed
661 Total Unconditional, 49 Total Conditional, and 22 Total Temporary. Board members would like a list of clients
who are certified for the Paratransit.
Maria Vaccarelli stated she would send the information.
- Non-ADA Ridership Report
- North East Transportation Report
Maria Vaccarelli has nothing
to report. Smith asked about North East
Transportation responsibilities in an emergency involving Home Land
Security. Vaccarelli stated that in an
emergency the state would notify North East Transportation staff.
