  1. Roll Call, Introductions, Public Participation

 

Chairman Yvonne Smith called the meeting to order at 10:38 a.m., called the roll and introduced others.  A quorum by municipalities and voting unit was present.  There were no public comments.

 

 

  1. Administrative Items

 

    1. Minutes of November 20, 2002: On a motion by Richard Fusco, seconded by Sheena Maynard it was unanimously

 

VOTED:         To approve the Minutes of November 20, 2002.

 

    1. Financial Report: Treasurer Richard Fusco asked if there were any questions on the Financial Report spreadsheet and there was none.  Chairman Smith added that the board received a year to date report on expenditures and the amount left in the board’s financial budget.  On a motion by Kim Hunt, seconded by JoAnn Cappelletti it was unanimously

 

VOTED:         To accept the Financial Report for December 2002.

 

    1. Ridership and Service Report: Smith reported that there were 25 days of service in November and December, ADA Trips and CDOT Trips decreased.  Denial Trips decreased and No Show had no change.  Late Cancellations increased.  No ADA Paratransit Trips were denied.

 

    1. Correspondence

 

A letter of resignation from Michael Goodiel was receiver in November. 

A letter of appreciation for all his years of service was sent to him.

A letter from the Mayor of Waterbury stating that board members will remain in their positions until a person is appointed to it.

 

 

  1. GWTD Report

   

  The position of Secretary is vacant.

  Naugatuck needs to fill a vacancy on the board.

  Waterbury needs to send reappoints for Yvonne Smith and Sheena Maynard.  Also has to fill a vacancy on the board.

  Transit Access Report has been purchased for $295.00. Anyone wishing to read it please contact Chairman Smith.

  Letter Campaign to the legislator’s yield 240 signed letters with about 50% with additional comments. Letter was mailed out to the Transportation Committee, Senate and House Majority and Minority leaders, and to signer’s local legislators.

  In 2001, Senate Bill 857(9) to Increase Funding for the Dial-A-Ride Program was pass without funding. This bill focuses on the senior and did not pass.

  Connecticut Public Transportation Commission (CPTC) 2002 Annual Report and Recommendations are available. One of their recommendations is to fully fund ADA and Non-ADA Paratransit. They recommend an increase of $0.005 per gallon in the State Gas Tax for a minimum of at least two years until a permanent funding solution is found. 

  Completed and email back the 2002 Census of Governments.

  Website had over 3070 hits.

   Chairman Smith how would the board like to handle Letters of Support for Enhancement Projects.  On a motion by Doreen Pulisciano, Seconded by Kim Hunt it was unanimously

            VOTED:         To have the Chairman write a letter of support for the  Naugatuck Enhancement Project. 

   Liability Insurance-at present not covered.  Do we really need this insurance?  A discussion occurred over this issue with the conclusion we are an Advisory Committee to North East Transportation and not liable for their actions.  But anyone can sue the board in error and we may need a lawyer to clarify this.  There is no money in the budget for a lawyer.

  FY 2003/2004 Membership Dues for Financial Budget and Non-ADA Ridership Service will be presented to COGCNV in February 2003 Meeting.

  The Transportation Improvement Plan is available, Question why the purchase of five new vehicles is not on it for the region.  Spoke to ConnDOT and this is in Multi-Municipalities section.

  The new garage in Watertown for CT Transit Vehicles has been place on hold.

  Chairman Smith will be meeting with representatives of Southington’s Disabilities Commission.

 

 

  1. Non-ADA Ridership Report

 

The municipalicities of Cheshire, Middlebury, Prospect, and Wolcott would like a copy of their Non-ADA riders for each.  Smith stated it would be included in the monthly meeting package.  Board members had no questions on their town’s Non-ADA Ridership numbers.  The first six-month of data for trips was double to give us the value of one year of trips.

 

 

  1. Membership Dues for Non-ADA Ridership Service FY 2003/2004

 

Doreen Pulisciano and Kim Hunt stated that their town might not be able to pay more money then last year for Non-ADA Ridership Service.  Smith stated that ConnDOT will have a short fall in money for this service and wants the towns to contribute more.  Therefore an additional $500.00 is added to each town’s dues.  A discussion about the Department of Mental Retardation giving money to the service and their responsibility to transport group home clients.  On a motion by Kim Hunt, seconded by JoAnn Cappelletti it was unanimously with Doreen Pulisciano abstaining

 

VOTED:         To approve the Non-ADA Ridership Service Membership Dues for FY 2003/2004 as shown below, pending elected official approval.

The Membership Dues are based on the formula of $1.00 per trip with minimum dues being $1,000.00 and rounded up to the nearest $500.00 increment.  Plus in FY 2003/2004, an additional $500.00 has been added to each member’s dues.

 

Kim Hunt will do the Membership Dues Invoices and other related paperwork associated with the Invoices.

 

 

6.      North East Transportation Report

 

 

The re-certification for Paratransit by the Kennedy Center was finished in November 2002, for the Greater Waterbury area.  The report for this is not done yet.  Barbara Kalosky had nothing to report.
