Present: JoAnn Cappelletti, Middlebury; Sally Schilke, Naugatuck; Robert White, Prospect; Carolyn Giguere, Thomaston; Ann LaPorta, Waterbury; Yvonne Denise Smith-Isaac, M.D., Chairman, Waterbury. COGCNV Staff:  Michael Flood, Regional Planner. NET Staff: Barbara Kalosky, General Manager; Maria Vaccarrelli, Paratransit Supervisor.

 

 

 

1.       Roll Call, Introduction, Public Participation

 

Chairman Yvonne Smith-Isaac called the meeting to order at 10:40 a.m. and called roll. A quorum was presented by municipalities.  There were no public comments.

 

2.       Administrative Items

 

a.       Minutes of November 15, 2005:On a motion by Ann LaPorta, seconded by Sally Schilke it was unanimously

 

VOTED:   To approve the Minutes of November 15, 2005 Meeting.

 

b.       Financial Report: Chairman Smith-Isaac reported on the November 2005 Financial Report-Total Board Expenses was $1,219.98, NET Non-ADA Expenses was $2,918.00, a Total Expense was $4,137.98 and Balance was $27,017.27. The December 2005 Financial Report-Total Board Expenses was $ 95.53, NET Non-ADA Expenses was $2,916.00, Total Expenses was $3,011.53, Revenue for Operating Budget was $125.00 and the Balance was $$24,131.19. There was credit returned from AOL on the credit card that is being applied to the bills. On a motion by Ann LaPorta, seconded by JoAnn Cappelletti it was unanimously

 

VOTED:  To accept the Financial Reports for November and December 2005.

d.       Correspondence

 

Received Letter of Resignation from Robert DeZinno. JoAnn Cappelletti read the letter. On a motion by Ann LaPorta, seconded by JoAnn Cappelletti it was unanimously

 

VOTED:  To accept the Letter of Resignation from the GWTD Board of Directors from Robert DeZinno.

 

 

3.       GWTD Report

 

  • Federal Level-The Transit Fund is $8.5 billion. There is a 1% cut in discretionary spending across the board. This will affect the Transit Fund.
  • State Level- the Municipal; Grant Program for Senior and Disabled Transportation application was sent to the RPO to give to the municipalities
  • Local Level-Membership dues for FY 2005/2006 are all paid.  Membership dues for FY 2006/2007 notices have been sent to member municipalities. COGCNV voted on January 13, 2006 to approve the GWTD membership dues
  • Board Level- Robert DeZinno resigned for health reason.
  • Richard Fusco was reappointed to the board
  • Have vacancies on board from Cheshire and Waterbury. Waterbury has name of appointee and I am waiting for appointment
  • Audit Report done by Levitsky & Berney is completed and we are in good standing. Cost was $1000.00 plus a bank fee of $30.00 for bank to release information to auditor.
  • Completed GWTD Update of Service provided in this area for ConnDOT
  • Fill out and sent membership dues request to Naugatuck
  • Received CD of On Web discussion with FTA Civil Rights and the ADA Paratransit
  • Copier jammed and had to be repair. Cost was $212.00 to fix,
  • Still have not receive refund from Letter Publisher for Transit Access Report instead sent us a new copy. They are behind in their issues of the publications.
  • Mailed GWTD 2006 Schedule to City and Town Clerks

MEETINGS

  • Bus Stop Sign Public Comment Meeting-November 28, 2005
  • P.A.T.H.S. Meeting- November 30, 2005: Discussion on transportation for Persons with Disabilities-United We Ride
  • Waterbury Development Corporation-December 8, 2005: Discussion of the location of the Transportation Center in Waterbury
  • COGCNV Meeting-January 13, 2006: Approval of GWTD membership dues

 

4.       Non-ADA Paratransit Report

 

No questions or problems.

 

5.       Dial-A-Ride Committee Report

 

  • MOU’s are signed by all eight member municipalities
  • Have a Bookkeeper to do the program
  • Spoke with H.D. Segur about Board Officers Liability Insurance and fill out form for quote. Quote less than $5,000.00 based on our present budget.
  • Had meeting with North East Transportation and received a commitment letter than the charge per hour could be $51.50 bar any other circumstances. It can go up or down.
  • Had meetings with the municipal senior and disabled transportation provider. Will have monthly meeting to develop program materials and planning
  • Description of GWTD-DAR
  • Plan for 84 hours per week to pay, with 12 hours as dead time
  • Application should be out

 

Robert White asked questions about the newspaper article in which Sen. Joan Hartley is looking at legislation to create funding for four towns to do regional transportation for the elderly with volunteer drivers.

 

6.       North East Transportation Report

 

Barbara Kalosky stated there was nothing to report, the service is running smoothly.

9.       Next Meeting

 

February meeting will be cancelled. The next meeting will be March 15, 2006 at 10:30 a.m. at the Health Center of Greater Waterbury.

VOTED:   To adjourn the GWTD Board Meeting at 11:50 a.m.
