1.       Roll Call, Introductions, Public Participation

 

Chairman Yvonne Smith-Isaac opened the meeting at 10:47 a.m., called roll and introduced others.  A quorum was presented by municipalities and voting units.  There were no public comments.

 

2.       Administrative Items

a.       Minutes of November 18, 2003: On a motion by Richard Fusco, seconded by Carolyn Giguere it was unanimously

 

VOTED:         To approve the minutes of the November 18, 2003 meeting.

 

b.       Financial Report: Chairman Smith-Isaac reported that for December 2003 we spent for our budget $86.29.  We have used 28.13% of our budget and $2,266.01 remaining.  North East Transportation was paid $12,081.00 for Non-ADA Ridership Service for July to November 2003.  On a motion by JoAnn Cappelletti, seconded by Richard Fusco it was unanimously

 

VOTED:         To accept the Financial Report for December 2003.

d.       Correspondences

o       Receiving notices from APTA to go to conferences.

o       Received the CPTC minutes and agenda which did not have any references to Greater Waterbury Area.

 

3.       GWTD Report

 

  • All GWTD membership dues have been paid.
  • Internal Revenue Service sent a letter penalizing GWYD for $50,000.00 for sending in 1999 Form 990 late.  IRS was sent a letter telling them GWTD is a municipal government entity and is not require doing Form 990.  To terminate our 501(c) 3 status and remove the penalty.  Amended Form 990 has been sent as told to do so by IRS.
  • COGCNV Board Meeting on December 12, 2003, voted to approve GWTD membership dues for Financial Budget and Non-ADA Ridership Service for FY 2004/2005.
  • Letters were sent to GWTD member municipalities to inform them of their membership dues for FY 2004/2005.
  • CPTC 2003 Annual Report and Recommendations is available. One of their recommendations is for municipalities within large urban and small urban systems which currently enjoy fixed route bus service, pay a portion of the operating deficit for such service.
  • Vacancies on the board from Waterbury and Naugatuck.
  • Bank account type needs to be change from non-profit to government type
  • Sent letter to Michael Sanders of Connecticut Department of Transportation, to open up the time period for Non-ADA medical appointment trips. The time allotted now is too restrictive.  There is a problem that doctors are moving out of ADA areas to Non-ADA areas and medical trip appointments can be denied.
  • Sent a letter to Denis Cuevas, Waterbury Traffic Engineer about ADA accessibility issues such as traffic lights, accessible bus stops.  Transit Access Report discussed the details of new bus stop requirements. Alan Hachey asked for a copy of this and Chairman Smith-Isaac will fax it to him.
  • CACT sent notices for everyone to send letter in support of the reauthorization of the Transportation Equity Act of the 21st Century.  To their US legislators.  Chairman Smith-Isaac has sent letters in the pass for this issue.
  • On a motion by Sheena Maynard, seconded by Douglas Coley it was unanimously

 

VOTED:         To authorize the Chairman to buy a new computer for about $1020.00.

 

  • Website is working.  The Bonanza bus system has a bus from Torrington to Waterbury then to New York City or Hartford.  If you need a new picture of yourself for the website contact Richard Fusco.

Meetings

  • December 12, 2003-COGCNV Board of Directors Meeting.  GWTD membership dues were passed. Ann LaPorta and Chairman Smith-Isaac attended.

 

4.       Non-ADA Ridership Report

 

The Non-ADA Ridership numbers were reviewed and there were no questions>

 

5.       North East Transportation Report

 

Barbara Kolasky stated that paratransit trip cost $2.20 per one way since January 4, 2004. Middlebury Non-ADA residents pay $2.70 per one way.  Sensitivity and Securement  Training classes will start on February 13, 2004.  About five or six new vehicles are on order for next year.

8.       Next Meeting

 

February 12, 2004, is Lincoln Day and no meeting. March 11, 2003 is next meeting at 10:30 a.m. at the Village at East Farms.

On a motion by Sheena Maynard, seconded by Douglas Coley it was unanimously
